Disadvantaged Business Enterprise (DBE) Policy Statement

Effective Date: October 9, 2024

Purpose: Link Transit, a Tier II FTA Recipient, is committed to ensuring that Disadvantaged Business Enterprises (DBEs) have an equal opportunity to receive and participate in Department of Transportation (DOT)-assisted contracts. This policy statement outlines our commitment to the DBE program and the implementation of its requirements.

Policy: Link Transit will implement the DBE program in accordance with the regulations set forth in 49 CFR Part 26. Our policy is to:

  1. 1. Ensure Non-Discrimination: Link Transit will ensure non-discrimination in the award and administration of DOT-assisted contracts.
  2. 2. Create a Level Playing Field: We will create a level playing field on which DBEs can compete fairly for DOT-assisted contracts.
  3. 3. Remove Barriers: We will remove barriers to the participation of DBEs in DOT-assisted contracts.
  4. 4. Increase DBE Participation: We will actively promote and increase the participation of DBEs in our DOT-assisted contracting opportunities.
  5. 5. Compliance: We will comply with all requirements of the DBE program, including goal-setting methodologies and reporting requirements.

Implementation: Link Transit will take the following steps to implement this policy:

  1. 1. DBE Liaison Officer (DBELO): Appoint a DBE Liaison Officer responsible for implementing all aspects of the DBE program.
  2. 2. Outreach and Education: Conduct outreach and education programs to inform DBEs of contracting opportunities and program requirements.
  3. 3. Certification: Streamline the certification process to reduce administrative burdens and expedite certification for DBEs.
  4. 4. Monitoring and Reporting: Monitor and report DBE participation and compliance with program requirements.
  5. 5. Good Faith Efforts: Ensure that prime contractors make good faith efforts to include DBEs in their contracting opportunities.

Conclusion: Link Transit is dedicated to fostering an inclusive and competitive environment for DBEs. We will continuously review and improve our DBE program to align with the latest regulations and best practices.
