NOTICE OF PUBLIC HEARING
Link Transit’s 2026-2031 Transit Development Plan (TDP), 2025 Annual Report, and 2026 Strategic Plan
Link Transit invites residents, riders, community partners, and stakeholders to help shape the future of public transportation throughout Chelan and Douglas counties.
A public hearing will be held during the regular monthly board meeting of the Link Transit Board of Directors on August 18, 2026, beginning at 3:00 pm, to receive public comment on the agencyโs draft 2026-2031 Transit Development Plan (TDP) and 2025 Annual Report.
The TDP is required by RCW 35.58.2795 and helps identify transit service needs, prioritize improvements, and determine the resources required for the implementation of modified or new services. The plan also provides a foundation for requests for funding and grants.
This yearโs plan represents more than a statutory planning document, serving as Link Transitโs comprehensive agency planning framework by integrating the agencyโs long-range strategic direction with its service, capital, financial, and operational planning. This integrated approach aligns the agencyโs vision, strategic priorities, capital investments, service improvements, financial planning, performance measures, and implementation strategies into a single comprehensive document designed to guide Board policy decisions and organizational priorities in the years ahead.
Public participation is an essential part of this planning process Community input will help the Board of Directors implement agency priorities by informing future investment decisions, service planning, and actions that advance mobility, economic vitality, and regional connectivity throughout the Chelan-Douglas Public Transportation Benefit Area.
The public hearing will be conducted in person in the third-floor boardroom of Link Transitโs Columbia Station, 300 S. Columbia Street, Wenatchee, WA 98801.

The proposed TDP 2026-2031 contains the Program of Projects (POP) for Section 5307 (Urbanized Area Formula Funding program). Details of the proposed projects for Section 5307 are included in the TDP. Link Transitโs Program of Projects for federal fiscal year 2027 will be submitted to the Chelan-Douglas Transportation Council for consideration to be included in the local regionโs Transportation Improvement Plan (TIP). This notice is to solicit comments from the public on Link Transitโs proposed Program of Projects for federal fiscal year 2027 and serves as the required public notice. The proposed POP will be the final program, unless amended, and no additional final notices will be published.

Public review and comment on Linkโs proposed 2026-2031 TDP is encouraged. Written comments will be accepted through August 17, 2026 and will be submitted to the Link Transit Board of Directors for consideration as part of their decision-making process. Written comments can be submitted by email to boardclerk@linktransit.com or by regular mail to Board Clerk, 300 S. Columbia Street, Wenatchee, WA 98801. The Transit Development Plan: 2026-2031is in draft form until adopted by the Link Transit Board of Directors.
